IIM Vizag, Andhra govt to foster entrepreneurial spirit in villages

In a significant move to boost rural entrepreneurship, the Indian Institute of Management Visakhapatnam (IIMV) has partnered with the Andhra Pradesh government to launch the ‘Sampannakari’ initiative. This program aims to strengthen women-led self-help group (SHG) enterprises across the state, with a target of incubating 150 such enterprises over a two-year period.

Overview of the Sampannakari Initiative

The Sampannakari initiative is designed to help women-led SHG enterprises scale and grow sustainably. It was officially launched through a memorandum of understanding between IIMV FIELD, the incubation and startup hub of IIM Visakhapatnam, and the Society for Elimination of Rural Poverty (SERP), the state-level implementing agency. The event was graced by the presence of Chief Minister N. Chandrababu Naidu.

Objectives of the Initiative

The core objective of the Sampannakari initiative is to enhance rural livelihoods by fostering entrepreneurship beyond traditional agriculture. The initiative will focus on various sectors, including:

  • Food processing
  • Small-scale manufacturing
  • Service-based enterprises

This approach aims to reduce dependency on agriculture alone and promote diverse economic activities within rural ecosystems.

Vision and Goals

As articulated by IIM Visakhapatnam’s director, Prof. M Chandrasekhar, the initiative aligns with Chief Minister N. Chandrababu Naidu’s vision of “one family, one entrepreneur.” The program is designed to:

  • Support grassroots entrepreneurship
  • Generate insights for future policy interventions
  • Expand into larger cohorts in subsequent phases

By combining financial support, capacity building, and continuous mentorship, the initiative aims to contribute to sustainable livelihoods and rural economic development.

Structure of the Program

The Sampannakari initiative will identify and support 150 rural enterprises across Andhra Pradesh. The criteria for selection include:

  • Enterprises must be led by or associated with SHG members, ensuring strong participation of women.
  • The focus will be on rural-based enterprises, including informal or family-run businesses.
  • Selected enterprises should already be operational and generating a minimum annual turnover of approximately Rs 12 lakh.
  • A small proportion (around 10%) of early-stage or nascent ventures may also be selected to encourage new entrepreneurial ideas.

Incubation and Support

Selected enterprises will undergo a structured incubation program for two years. The support provided includes:

  • Guidance on improving revenue streams
  • Strengthening branding and market positioning
  • Optimizing cost structures
  • Enhancing overall profitability

The program aims to help these enterprises achieve a targeted annual growth rate of around 15%, transforming them into scalable and high-growth ventures.

Financial Support Mechanisms

In addition to capacity building, the program offers access to various financial support mechanisms, including:

  • Performance-based ‘challenge grants’ awarded based on milestones achieved
  • Linked financing schemes such as subsidized or zero-interest loans to support expansion and working capital needs

Extensive outreach efforts have been undertaken to ensure participation from rural communities, including the distribution of pamphlets and digital resources across districts.

Eligibility and Application Process

The eligibility criteria for the Sampannakari program are closely tied to the self-help group ecosystem:

  • Enterprises must be led by or associated with SHG members.
  • The program primarily targets rural-based enterprises.
  • The application process is currently open, with a deadline set for April 15.

To improve accessibility, the application process is supported by a mobile-based application platform, featuring AI-enabled assistance tools like chatbots and voice support to guide applicants. A helpline is also available to address queries.

Selection Process

Initially, about 500 to 1000 applications will be shortlisted based on eligibility and business potential. This will be followed by detailed ground verification to assess the authenticity, scale, and operational status of the enterprises. Ultimately, 150 enterprises will be finalized, ensuring balanced representation across districts and sectors.

Conclusion

The Sampannakari initiative represents a significant step towards empowering women entrepreneurs in rural Andhra Pradesh. By providing structured support and resources, the program aims to foster a robust ecosystem for sustainable rural enterprises, contributing to the overall economic development of the region.
