SPOTLIGHT | CODAR: A CAMPUS IN WAITING
The Indian Institute of Technology, Goa (IIT-Goa) is on the verge of securing a permanent campus site in Codar, Ponda Taluka, following the Goa government’s recent announcement. This development has reignited discussions among local residents, who express concerns regarding potential impacts on livelihoods, the environment, and local wildlife.
The Site and Its Significance
The government has identified approximately 14 lakh square meters of land belonging to the Comunidade of Codar for the IIT-Goa campus. This decision marks a pivotal moment in the institute’s long-standing search for a suitable location. The site is situated near the Opa Water Works in Khandepar, accessible via a narrow six-meter road leading to the Codar Farm.
As you approach the site, the natural beauty is evident, with the sounds of peacocks and peahens filling the air. The land is part of a larger expanse owned by the Codar Comunidade, which has been largely unoccupied and free of legal complications, unlike previous proposed sites.
History of Opposition
Opposition to the establishment of IIT-Goa’s permanent campus has a history dating back to 2016-17 when alternative sites were proposed, including the Bhagwati Plateau and Shell-Melaulim. Each proposal faced significant local resistance, often escalating to protests and violence, particularly in Shell-Melaulim.
In recent years, the government has attempted to secure land in Cotarli-Sanguem and other locations, but these efforts were thwarted by local opposition and legal uncertainties regarding land ownership. The current site in Codar, however, has a clear title, which could facilitate the acquisition process.
Local Concerns
Despite the clarity in land ownership, the announcement of the Codar site has prompted some opposition from nearby residents, particularly from the village of Bethora. A recent meeting highlighted concerns about the lack of consultation from the government and the potential impact on local agriculture and biodiversity.
Residents of Kasamshell, a small hamlet at the foot of the Codar hills, voiced strong opposition to the project. They fear that the construction of the IIT campus will disrupt their agricultural livelihoods. Nital, a local farmer, expressed concerns about the effects of well drilling on local springs, which are essential for their farming activities. Other villagers echoed her sentiments, emphasizing the potential threat to local wildlife, including bisons and leopards.
Community Perspective
Members of the Codar Comunidade have stated that the proposal for the IIT campus is still in its early stages. Prashant Gaonkar, a member of the comunidade, noted that no formal approvals have been granted yet, and the process will require further deliberation within the managing committee and general body of the comunidade.
While some community members support the project, citing its potential benefits, others remain skeptical, emphasizing the need for thorough discussions and consultations with local residents before proceeding.
Government Commitment
During the recent 6th convocation ceremony of IIT-Goa, Chief Minister Pramod Sawant reaffirmed the state government’s commitment to resolving the land allocation issue swiftly. He acknowledged the challenges faced by the institute while operating from its temporary campus and expressed optimism about the future.
The government has officially communicated the identification of the Codar site to the Union Ministry of Education, which is expected to send a team to assess its suitability. Additionally, the Administrator of Comunidades has initiated a public notice process, allowing local residents to voice any objections within a 30-day period.
Conclusion
The journey toward establishing a permanent campus for IIT-Goa in Codar has been fraught with challenges and opposition. While the recent government announcement brings hope for the institute’s future, it also underscores the importance of addressing local concerns and ensuring that community voices are heard in the decision-making process.
Note: The situation surrounding the IIT-Goa campus in Codar is evolving, and ongoing discussions will play a crucial role in shaping its future.
